Sheffield Wednesday Deals with a 'Significant Problem', Says Independent Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's ongoing struggles constitute a "serious issue" and the independent regulator is seeking powers to examine team situations in similar circumstances, its new chair the official has announced.

In a wide-ranging interview, Kogan, who was named to the position this week, showed understanding towards Wednesday's fanbase.

Kogan met with four supporter groups representing the Championship side in recent days.

The football club have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on several different times, including in the autumn.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for football in England and this week we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they warrant scrutiny and dealt with."

Monetary Issues and Leadership Concerns

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with potential new owners.

Failure to pay player wages on time in earlier this year caused limitations by the football authorities in June, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Authority's Position

Kogan said: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a community organization that has been part of their lives in many cases.

"I completely understand the club's situation, as I do for all the clubs that in modern times have encountered failure, or approached financial ruin, for reasons that have nothing to do with the followers."

Questioned about whether the regulator could force an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and comprehend the circumstances, we will."

But Kogan stressed that compelling proprietors to divest clubs would be treated as a "last resort" and the authority would rather to collaborate with owners.

"The last thing what we want to do is commence engagement with an individual club, an individual owner, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the chairman's encountering," the chairman stated.

"However, realistically, when you review the record of football, over the past few decades there have been certain proprietors, not many, but some who have been irresponsible in the approach they have taken toward their organizations and finally don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to lay out the remit of the regulator on Wednesday and insisted it was a "proactive meeting" with a "significant participation" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made might evaporate rapidly," the chairman stated.

"Such an outcome is universally undesirable in the realm of domestic football is a huge success story - we've got to keep it going.

"Considerable investment entering the sport and has come into football for the past two decades, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on challenges and obviously, of the coming seasons."

Elite Division Worries

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I fully support the achievement and development as an commercial operation of the Premier League.

"As someone who appreciates the concern of undermining the Premier League as a premium product of this country. But at the same time, if you consult with top flight officials after this week's discussion, they would have had a high level of reassurance -and, indeed, they have been advising us privately they have a significant confidence."

Ideological Links

The regulator remains subject to a "thorough examination" by the official appointments authority after he revealed he contributed money to the Labour Party in the past.

The official contributed funds to government minister the minister's leadership bid, along with that of the current Prime Minister.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
